For service members embarking on a Permanent Change of Station (PCS) journey, the well-being of their furry companions is a top priority. As of January 1, 2024, the Joint Travel Regulations (JTR) ushers in a new era, authorizing reimbursement for the costs associated with relocating household pets during a PCS move. This article breaks down the essential details of the PCS Pet Expense Reimbursement program, offering insights into eligibility, documentation requirements, and frequently asked questions.

Eligibility Criteria: 

To qualify for the PCS Pet Expense Reimbursement, service members must be on PCS orders with an effective date of January 1, 2024, or later. The entitlement extends to one household pet per service member, defined as a cat or dog. Travelers must ensure their pets meet destination country requirements, and denial of entry due to non-compliance can result in a denial of reimbursement. The program covers expenses incurred after January 1, 2024.


Pet Transportation Logistics: 

For air travel used in pet shipments, the preference is for Government or Government-procured transportation booked through Traffic Management Operations (TMO) or a Travel Management Company (TMC). Transportation may commence when PCS orders become effective. Personally procured air transportation that is not authorized may limit reimbursement to the cost of Government-provided transportation or, if not available, to the cost from the old to the new Permanent Duty Station (PDS).


Documentation Requirements: 

To streamline the reimbursement process, meticulous documentation is crucial. This includes itemized receipts for all expenses, regardless of amount, with specific mention if the pet has received specialized care. If a pet is flying as cargo due to exceeding weight limits for Government transportation, the receipt should include the pet's weight. Additionally, a Non-Availability letter is necessary for those self-procuring tickets at locations serviced by the Patriot Express.


Reimbursement Limits and Eligible Costs: 

For PCS moves within the continental United States, reimbursement is capped at $550. Eligible costs include mandatory microchipping, boarding fees, hotel service charges, licensing fees at the new PDS, and pet shipping fees if the member opts for air travel instead of driving.


For PCS moves to or between locations outside the continental United States, the reimbursement limit is extended to $2,000. Alongside the costs eligible for CONUS moves, this also covers quarantine fees, testing titer level (antibodies) for entry, and pet shipping fees if air travel is chosen.

PCS Pet Expense Reimbursement Frequently Asked Questions:

1.    Entitlement Clarification: The PCS Pet Expense Reimbursement allows for the reimbursement of shipping one household pet, up to $550 for CONUS moves and $2,000 for OCONUS moves.

2.    Multiple Pets: The reimbursement is for a singular household pet per PCS order. Additional pets must be shipped at the member's expense.

3.    Choice of Reimbursement: If multiple pets are shipped with varying costs, the member can choose which pet's expenses to reimburse, adhering to the entitlement limit.

4.    Mil-to-Mil Couples: Both members of a mil-to-mil couple traveling on separate valid PCS orders can seek reimbursement for a total of two household pets.

5.    Hotel Pet Fees: Reimbursement can include valid expenses such as hotel pet fees.

6.    Definition of Household Pet: As per JTR, a household pet is defined as a cat or dog.

7.    Documentation Requirements: All receipts, regardless of amount, and a Non-Availability letter if applicable, are essential for reimbursement.

8.    Non-Availability Letter Clarification: This letter allows members to book their commercial travel and should be obtained from the local TMO office.
